Abstract :
The Independent Television Commission (ITC) replaced the Independent Broadcasting Authority (IBA) for regulatory functions on 1 January 1991. This was one of several changes which have resulted from the UK Broadcasting Act, 1990. The new Broadcasting Act requires the ITC to include conditions in Channel 3, Channel 4 and Channel 5 licences for ensuring high standards for technical quality and reliability. The Technical Regulation Department of the ITC has produced a technical performance code for terrestrial television services. This document is the central reference for high technical standards in television. All major items of broadcasting equipment and defined signal paths are given performance limits for specific tests. There are recommended procedures for all of the video and audio measurements, which provide for standard methods of test procedures
