Conceptual framework for e-local council (E-LC) system

Uganda is one of the countries south of the Sahara that has smart system of administration based on decentralization. It has been declared that this decentralisation system is very efficient in service delivery, because it provides opportunities for the masses to get involved in governing themselves at lower levels of the community they live in. This paper is intended to provide conceptual framework for e-lc system. This is achieved by studying the LC system of decentralisation in Uganda, from which a computerization model is developed. The study shows how Uganda provides a robust structure of governance which provides easiness to computerise. It has been noticed that infrastructure upon which the computerized system can be developed, installed and used is completely underdeveloped, further the personnel at community level are illiterate as in proficiency in reading and writing contents in English and other languages. It is also true that people in communities have very naive skills in operating digital systems.
