Abstract :
The production, transmission and distribution of electricity in Norway are taken care of by some 300 utilities, mainly publicly owned. The large number of utilities leads to different types of tariffs, and to a variety of price levels to the consumer. The reason is that the cost of delivery p kWh is highly variable across the utilities. In order to decrease this variability and to improve the efficiency and quality of the service. The authors outline Norwegian governmental policy adopted in order to achieve these objectives
