  • Abstract
    A sound innovation policy is key for Dutch policy makers since its national innovativeness is decreasing according to several international studies. Based on in-depth interviews with 15 Dutch innovation-experts several findings were identified that explain the decreased Dutch innovativeness: e.g., a low level of knowledge absorptive capacity by Dutch companies and a preference of Dutch managers for cost cutting measures instead of innovating. We related these findings to the `functions of innovation systems´-approach. Based on the findings different suggestions for improvement of the Dutch innovativeness were formulated. For instance: establishing a Ministry of Innovation, and setting up a revolving fund for great ideas to mobilize more resources for innovation and assure diffusion of research to practice.
