Building a green supply chain environment is one of the most important responsibilities of every government in a country. This logistics flows from materials procurement to distribution activities. Three important factors have to be paid special attention to attain the green environment. In case they are applied in a good manner, the hope of achieving a green environment is increased. These steps are the logical rules and regulations, an effective information system and a developed general conscience of the people. In this paper, these three items are investigated in detail. It has been clearly shown that the top management of every country has the main responsibility in practicing the green environment. These three factors should be applied together and the lack of just one of them will render the process incomplete.
