Region and texture coding of TV pictures

A description of a region and texture picture coding system is presented. It attempts to gain high compression ratios and a good image quality by analysing the picture into separate regional and textural components that are encoded separately. The paper briefly describes the process of decomposing the picture and how the separate components can be coded. It concentrates on the processing used to suppress artefacts that can be introduced by this approach so that good quality colour television pictures can be recovered
