Abstract :
Proposes a new transform for image coding with reduced arithmetic complexity and with quite comparable coding properties and performances to DCT. This transform is a real valued Fourier transform of the permuted set of data. It presents a very low arithmetic complexity (for example, 32 multiplications and 320 additions for a length of 8×8) compared to the DCT (112 multiplications and 470 additions for a DCT 8×8) and a very simple structure
