Abstract :
On the basis of classical management thought, this paper develops formal models and theories for software engineering organization and management. The nature of coordinated work and the role of management in engineering are formally analyzed. Theories for optimal allocation of labor and time are described. Two fundamental organization laws are established for management science in general, and for software engineering in particular
