Abstract
The revolutionary changes in power utility operation, now taking place in a number of countries, are producing a major cultural change in the emphasis of their functional drive. As power utility businesses, they will be more closely measured in terms of their financial success than in the reliability and security parameters of the past. In this context, the author reviews budget forecasting, monitoring and control of capital development projects. He assesses elements of project make up, highlighting risk areas and indicates factors influencing variances together with their effects on investment planning
