Abstract :
In addition to depending on legal and market forces, moral responsibility and value-view of corporate decision-makers are very important factors of solving environmental problems. In this paper, we used factor analysis to study empirically a business decision-makers how to make environmental policy, and implement voluntary environmental management (VEA), from sense of Earth´s space, attitude of relationship between man and nature, environmental information controlling, recognition of environmental liabilities and execution of environmental obligations, we try to screen and analyze, the survey found that environmental responsibility of business decision-makers is important factor of voluntary environmental management, but it is sole factor, solutions of environmental problems must be result of common effects between non-economic factors and economic factors.
