Abstract
This paper shows the design and implementation of Speciality in Education Based on Competencies (EEBC by its Spanish acronym) from Universidad Politécnica de Puebla, as well as its pedagogical and technological requirement assessment demanded by e-learning. To design the content, ADDIE model from instructional design was used and strategic design was applied to design the interface. Implementation was done in the learning management system Moodle and evaluation was performed using a questionnaire of 26 questions, 14 multiple choice and 12 dichotomous and continuous monitoring. It was noted that in pedagogical requirements is necessary to improve the contents, activities and tutoring, while in technological requirements is necessary to strengthen the interface of the university virtual campus.
