Abstract
Assessment on external threats to non-public enterprise development is a MADM problem which has been attracted by public officers and scholars. Considering the advantages of DS/AHP method in overcoming the shortcomings of AHP method and allowing the aggregation of evidence from different sources, the paper applies this approach to rank the importance and the urgency for non-public enterprises in Yunnan province to avoid each external threat. The result of quantitative analysis shows that poor financing environment, poor service awareness of government, high barriers to trade monopoly and high price for production factors are the main challenges non-public enterprises faced in Yunnan province.
