Abstract
When there is an outbreak of a certain disease, gathering individual patient history is a time-critical task. So is the allocating and finding medical products for the remedy. To address this problem, we introduce an infrastructure with Web services that provides a timely and effective way for the government, healthcare institutions, and businesses to cooperate, focusing on the outbreak notification and monitoring, medical resource enquiry and allocation, as well as the mobility of patient history records. We detail the mechanisms of these functions in our system, illustrating the Web services interface parameters for the communications and interoperability.
