Abstract
A third generation of mobile telecommunications systems will be needed around or soon after 2000. The CEC´s RACE 1043 project has completed an initial phase of study into such systems, and spawned a number of RACE II projects creating test-beds so that candidate systems can be evaluated. This paper discusses the principal issues involved in the definition of the radio interfaces of third generation systems, including services and traffic densities, frequency bands, multiple access and duplexing schemes, operating environments, service flexibility, spectral efficiency and delay
