Abstract :
The authors discuss the development of a measure for assessing how efficiently the electromagnetic spectrum allocated to the radio service is being managed in Canada. For this work, the land mobile system in the VHF and lower UHF bands for a few large Canadian urban areas has been chosen. To evaluate the assignment methods, a near- or quasi-optimal assignment model has been developed. It takes into account the users´ distribution and channel occupancy demands. This method matches the performance in each urban area, and all the noninterference conditions presently used by Canadian spectrum management systems are verified. The study confirms that a good assignment strategy must take into account the users´ distribution and be able to cope with dynamic changes in the demand
