Abstract :
We have emergency resource location and allocation for emergencies and disasters. A reasonable and optimal emergency resource location and allocation is the assurance for emergency relief as well as reducing the storage and deployment costs. China´s NingxiaHui Autonomous Region, Fujian and other areas has taken shape in the province, city, town three-layer relief materials storage network. In this paper, we analyse the establishment of regional-level, multi-disaster scenarios emergency resource location and allocation. A bi-level programming model is proposed, and we gives an effective algorithm based on PSO. Cases study illustrates our model is very effective.
