            Abstract : 
The author is concerned with defining and implementing a company´s internal `technical´ quality policy which is forward-looking, and can `build´ quality into software-based systems. Distinction is drawn between the QA of products and processes, of which focus is on the former, noting that process quality may be readily treated as a derivative. The QA policy of a company matures through distinct stages of development. The author focuses on the third-stage, mature, forward-looking quality policy of building quality into systems by constructive quality assurance
