After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

According to researches recoil tension about automatic control system, through the current regulator to control the system. Not only keep the dynamic and static better, but also make interference immunity better. It avoids the shape tower in the process of recoiling, so it can accomplish rather better control result, satisfy the request of customers.
