Abstract
Each year, there are kinds of new diseases or natural disasters that break out around the world. And, the emergency logistics system plays an important role in the process of fighting against these diseases and natural disasters. How to evaluate and optimize the emergency logistics system in contingencies is becoming the hot researching topic. This article establishes the set pair analysis model (SPAM) of evaluation for emergency logistics system by using the set pair analysis theory, fully uses the uncertain information of the researching problem and combines the dialectical understanding and quantitative description organically to consider comprehensively the uncertainty and the complexity of emergency logistics system better. The model establishes the evaluation criteria with group decision making, determines the weights with analytic hierarchy process (AHP), and then, finishes the comprehensive evaluation of emergency logistics system with set pair analysis (SPA). We will take the disaster of Wenchuan earthquake for instance to illustrate the practicability of this evaluation system.
