Abstract :
The successful demonstration of the Jindalee sky-wave over-the-horizon radar (OTHR), known now as Jindalee Facility Alice Springs (JFAS) now forms the basis of an experimental OTHR system that the Jindalee Operational Radar Network (JORN) will supersede in 1996. The ability of JFAS and JORN to detect and maintain information on many targets and to provide accurate and timely data to the Australian Defence Force clients needs to be quantified in system performance measures that are understandable to the clients and operators. They should be able to detect degradation and be able to measure the significance of actual or proposed upgrades. The authors address aspects of this issue from a top down approach. The application of an artificial intelligence method called fuzzy reasoning is used. An example of estimating the systems performance of an OTH radar is presented
