Abstract
A novel way of obtaining composite material with dielectric properties is presented. The material is manufactured by means of the breakdown of a conducting metal-insulator granular system. This material has high values of dielectric constant, ε´~103-106 , in the frequency range f <1011 Hz and exhibits the properties of so-called quasi-critical systems. The formation and dielectric properties of the system are studied both by computer simulation and experimentally
