Abstract
A simplified structure for administrative procedures is described that makes them easier to write, review, and use. The simplified structure maintains a balance among the fundamental human factors considerations of sound procedures: presenting actions, conditions, and explanations concisely: maintaining consistency of information and format; and ensuring completeness and accuracy of the procedure. With these objectives met, the simplified structure permits procedures that are more clearly defined, more easily automated and more reliable
