  • Abstract
    Whether the soil and water loss control responsibility areas are reasonably difined or not, directly related to the control duties and responsibilities of the project construction units, it´s also the basis for the water conservancy administrative departments to supervise, inspect and receiving. This article discussed several problems in defining water and soil erosion control responsibility areas, such as the ambiguousness of the concept of soil and water loss control responsibility areas, the unclearness of the limitation of the influencing areas, the unsuitability contraction or expansion of soil and water loss control responsibility areas and so on. Furthermore, it analyzed the reasons of the inaccurate definition, and prospected the future situation of soil and water conservation.
