Abstract
Bid evaluation and decision is an important part of bidding phase, and the scientificity of the evaluation method directly relates to success of the bidding work. Based on the Vague Sets and weight theory, the paper proposes an improved method to the traditional grey theory bidding evaluation method. Vague Sets widely consider different opinions of experts; including agreement, opposition and neutrality, and weight theory emphasize the influence to the evaluation result caused by the different index importance. An actual case is finally provided to verify its feasibility and rationality.
