Abstract
The problem of operating data relay forward links in the 30 GHz frequency band at low elevation angles with high availabilities has required a fresh look at up-link power control. Prediction of 30 GHz attenuation from 20 GHz pilot-signal measurements would meet the need for a simple system but is subject to gross inaccuracies. However, a balance has been found between link degradation due to power loss of the received signal and link degradation due to excess power in other channels which causes adjacent- and co-channel interference. Due to the lack of experimental data at 20/30 GHz, a simulation procedure was implemented to obtain information regarding the error due to the frequency scaling factor and its impact on the link outage
