Abstract :
We present a mathematical theory in which gravity waves in the ocean are causally related to wind pressure on the surface. By adopting a concrete phenomenological model for the wind pressure, we derive the directional-frequency spectrum and the spectral representation of the random gravity-wave field as an asymptotic limit when the wind pressure and wave dissipation vanish at an appropriate rate.
