Abstract

Clean Development Mechanism provides financial assistance and technical support for the utilization of biomass energy. In this paper, the current situation of biomass energy utilization and CDM projects in HeilongJiang province are introduced firstly, then the problems to utilize biomass energy in HeilongJiang province under CDM are analyzed, which mainly are higher initial investment and operation cost, less acquaintance with CDM, more difficult to obtain core technology, lower price of CER and lack of exercisable and guiding rules. At last, the measures including being active in the CDM, making biomass energy development planning, setting up relevant preferential policies, strengthening the technical support and promoting the industrialization of biomass energy are given to enhance the utilization of biomass energy.
