Abstract :
State education institutes are believed as catalyst for the middle-education of any country. In china, many regional higher normal education institutes (RHEIs), such as regional university, be founded from 2000. Some graduate of those regional higher education institutes be the middle-school teacher. Those regional higher education institutes should improving their quality of teaching and learning for their graduate being good teacher. In this paper, we study analyses Internet - based teaching and learning issues at regional higher education (RHE) level and efforts to devise a strategy as solution to those issues as a result. Using normative Delphi method, we discussed internet -based issues and their proposed solutions but also stratified a incidence development strategy which chalks out measures RHE authorities should take in order to properly integrate internets in their RHEIs. It was determined that internet integration in RHE need to be in lined with proper strategy in order to get their true benefits.
