ZPD incidence development strategy for internet in regional higher business education institutes

In china, many regional higher education institutes(RHEIs), such as regional university, be founded from 2000. Those regional higher education institutes should improving their quality of teaching and learning. In this paper, we study analyses internet - based teaching and learning issues at regional higher education (RHE) level and efforts to devise a strategy as solution to those issues as a result. Using normative Delphi method, we discussed internet-based issues and get that internet integration in RHE need to be in lined with proper strategy in order to get their true benefits.
