Targeting at the present situation to the lower utilization rate of cable crane in the construction of hydropower project in China, this paper presents the effect of initial setting time of concrete placement on the utilization rate of cable crane, combing with the practical Xiluodu Hydropower Project, through the simulation of the construction of high arch dam. Research shows that along with the shortened initial setting time in a certain range needed to increase strength of concrete pouring, the utilization rate of the cable crane showed relatively low in the early and relatively high in the late, so we can realize the regulatory effect for the total construction period using the law.
