Abstract :
Homer-Dixon revealed the causal relationship among population growth, environmental scarcity, social adaption and violent conflict. The theory plays an important role in the application of the development and management of international rivers in China. In order to prevent and avoid inter-state conflicts caused by environmental security issues in international rivers, the key of social adaption is to increase the efficiency of environmental cooperation and management in the process of development and management of international rivers.
