Abstract
A robust mobile radio scheduling service must be able to withstand multipath fading, which causes error rate to fluctuate over time. To allow the system to maximize the channel utilization while guarantying the QoS for data service, a hybrid resource allocation scheme that combines power control and fair queuing procedures is proposed for a WCDMA system. In the proposed scheme, resource allocation fairness may be traded off with channel utilization using a power control procedure. This paper presents the performance of the proposed protocol under different channel conditions and parameter settings. It is shown that the scheduling scheme is able to provide a balance between the channel efficiency and the resource allocation fairness
