Abstract
An attempt is made to address strong and weak controllability (observability) of power systems, determine strong controllability (observability) for a model that includes generator electrical and exciter dynamics along with the generator mechanical dynamics, and determine strong controllability (observability) for a model that includes both generator dynamics and network algebraic states. Definitions of strong system network disconnectivity, strong input and output connectivity, and strong local control area are given. The states of all generators and the network states belonging to a strong local control area are then proven to be strong locally observable and controllable based on these definitions
