  • Abstract
    To handle a complex decision problem, especially in management field, Saaty\´s AHP is widely used. But in practice, the premise of AHP is difficult to satisfy, so people have to use various complex methods to modify it before using it. Such a process enhances the difficulty and takes a long time to deal with the decision problem. "Small-column and large-row" arrangement method, which is abbreviated SCLR, is a new approach to decision-making. Compared to AHP, it is more convenient to be used, and under the same conditions, it may give more convincing result. This paper proposes to get a deeper insight into the effectiveness of SCLR, and tries to give the range of its effectiveness.
