After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The questionnaires have been distributed in the five first-rank universities in Hebei province using the ideological and political teachers´ competency lists and SEEQ teaching effectiveness lists explored by ourselves. The six factors scores of competency model are adopted as predictive variables and regression analysis is taken based on the aggregate scores in the teaching effectiveness lists. The result shows that expertise, special skills, professional ethics, political diathesis, individual characters and teacher-student harmony have significant forecast influence in teaching effectiveness. In the mean time, the six factors scores of competency model are adopted as predictive variables and regression analysis is taken based on the teaching effectiveness component lists. The result shows that the six factors scores of competency model have significant forecast influence to Learning Values and Sense of Accomplishment, Teaching Enthusiasm and Attitude, Teacher-student Interaction, Teacher-student Harmony, Knowledge of the Width and the Amount of Information, Teaching Process, Course Difficulty and Workload.
