In order to enhance students\´ engineering capacities and to carry on "Education and Training Program of Excellent Engineers", this paper analyzed the relationship between the program and establishment of engineering education system, and the relationship between the program and engineering capacity training based on studying connotation of the program. The essence requirements and the possible approaches of the program were discussed. The authors suggest that the universities in the program should have more freedoms to find ways to train students without restriction of "3+1" mode. Further, a new engineering talents training mode named "Design as main line, practical ability as core" was proposed. It is proved that it is an effective way to enhance students\´ engineering capacities by improving design teaching and design training.
