After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This study is to establish a comprehensive and dynamic system of monitoring the effects of tourism. Based on the analysis of the carrying capacity of tourism destinations, an evaluation index system is constructed with 6 indexes. With the model of information entropy and unascertained measure, comparatively objective judgment was achieved. This evaluation system offers a quantitative evaluation basis for future studies.
