After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

For the current primary and secondary unexpected personal injury case, this paper first proposed the problem related to life safety education about unexpected personal injury case. Then it gave the methods and programs of research and provided the basic content of life safety education. Moreover, it put forward the consciousness of life safety and defensive strategy, physical and mental qualities which the students of primary and middle school should have when they copy with injury .The purpose of this paper was to help primary and secondary construct Knowledge system of life safety education, which was an important complement to the content of life safety education research.
