Abstract :
To large-scale emergency material dispatch across regions, the material dispatches in emergency supplies regions are the key ensuring follow-up materials of emergency. In this paper, hub-and-spoke network is applied to the dispatch of emergency supplies in the regions, and, for continuous consumption problem, a bi-level optimization mathematical model based on both the earliest start time for material outside-transport and the lowest cost is established. Then the algorithm for the model is given. An example for the model is solved finally.
