Abstract
In recent years, the concept of Regional Innovation Systems has evolved into a widely used analytical framework generating the empirical foundation for innovation policy making. This paper firstly reviews and summarizes the most important ideas and arguments of the recent theorizing on regional innovation systems, secondly analyzing its multi-level structure and the restricting factors on the structural efficiency of RIS by applying the documentation research method, thirdly a combination of public and private governance at regional level to promote systemic innovation is advocated.
