Abstract
This paper points out that tanker safety legislation has followed the traditional reactive pattern; that is, following a series of accidents, Congress passes laws in an attempt to curtail recurrences. Unfortunately, proposed laws and regulations seldom deal with the human element which contributes 85% to the causes of accidents.
