Abstract
This paper proposes a methodology for planning passive optical networks (PONs) based on the concept of visibility graphs. The said concepts are incorporated in a PON planning tool termed PON builder. The tool accepts AutoCAD maps representing the areas requiring a deployment of a PON and calculates a cost effective fiber layout. When deciding where to place the fiber, PON Builder takes into account the fact that it is cheaper to reuse existing resources than it is to create new ones, that fiber can not be laid through a building and that construction of new resources in spaces such as roads and green-field areas requires higher investment than construction of resources in open space.
