Abstract
Through analyzing the economic growth driven by the industrial structure of Liaoning backward areas, the development of the tertiary industry is found to be quite slow and seriously lagging behind, which restricts the production efficiency of other industrial sectors and holds back the economic growth. The paper, in light of the realities, suggests the backward areas of Liaoning put the development of the tertiary industry in the first place, expand the proportion of the tertiary industry, with particular emphasis on the reasonableness of the output efficiency, and puts forward some solutions feasible for particular sectors of the tertiary industry.
