Abstract :
Social welfare is influenced by household consumption and environmental quality. In this paper, we regards the social welfare as a performance index, and describe the dynamic characteristic of the pollution (for example COD) abatement and the environmental quality by optimal control theory, and obtain an optimal pollution abatement control model. We also solve the two situations of free and fixed terminal time; and get the theoretical basis of the optimal pollution abatement. At last, an analysis of a numerical example is presented and the results indicate the approach is valid.
