Abstract :
An integrated traffic and transportation system is a complex dynamic system consisting of transport network equipment, carriers, passenger and cargo flows and organizational management for different means of transportation. It is the infrastructure system that maintains the functioning of the entire socio-economic system .Its function is to meet transport needs and achieve this goal of being safe, fast, economic, convenient, and punctual. However, China has not yet established its integrated transportation legal system and its social development has generated enormous need for conducting legal research into integrated transportation. In this paper, the paper first analyze what integrated transportation legislation regulates; then it expounds the basic theory of integrated transportation and analyzed the characteristics of operators of integrated transportation systems; In the third step we analyze the way of regulating integrated transportation by government; In the last section, it describes the current status of integrated transportation legislation in China and proposes relevant suggestions on legislation.
