After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The “Freeter” and “NEET” phenomenon has escalated in recent years globally including Japan and Europe. It is also becoming a major problem in China. In this paper, we study the behavior of “Freeters” and “NEET” and research on the reasons that caused this phenomenon happened. Furthermore, we try and describe how to resolve this problem by some of the measures on education.
