Abstract
To achieve the optimal rate versus distortion performance, and to control the bit rate of a fractally coded video sequence, some form of adaptive partitioning is required. In past work, we presented an adaptive partitioning technique for three-dimensional fractal video known as horizontal vertical and temporal (HVT) partitioning. This paper presents improvements made to our technique which include the addition of rate control and colour coding, an improved selection of the partition offset and quality measure used, and entropy coding of the partitioning parameters
