After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The ascertainment of the index weight is the core process in establishing the evaluation index system. The equipment maintenance support effectiveness evaluation indexes are described. The essay maintains to make use of an improved community judgment AHP method to ascertain the weight of each layer index and quantized them. The paper adopts a threshold method on the standardize procession. It solved the problem of which the evaluation index weights are hard to obtain. The research provides a beneficially investigation of that set up an integrity and a reasonable maintenance support effectiveness evaluation index system.
