Abstract
According to the National 12th Five-year Environmental Protection Plans, an interval optimization model for total amount control and emissions trading of regional major pollutants has been developed and used in a case to minimize the emission reduction costs. The application shows that: the results produced by model have a reasonable scheme. The optimal total costs of emission reduction was saved [65.1046, 79.8431] billion yuan (12.47%~15.29%) than the recommended scheme (522.0287 billion yuan), and [37.1012, 51.8397] billion yuan (7.51%~10.49%) than the revised optimal scheme. The interval optimal model provides an excellent decision, which is supported at a greater extent by the evidence that the emission reduction of COD, NH3-N, SO2 and NOX (not including the emissions trading amount) are [49.4106, 50.3988], [5.8880, 6.0057], [35.7539, 36.9370], and [20.4496, 21.1729] (104 tons), respectively.
