    Summary form only given. It is pointed out that research centers involving industry-university cooperation have been an integral and to some extent successful component of both federal and state science and technology policy. However, the models of cooperation which have been promoted by these two levels of government have been criticized as being one-sided in their approaches. Recognizing that the challenge of national and international competitiveness requires strengthening every part of the innovation process, NSF and the National Governor´s Association collaborated to develop a program to promote a new model for industry-university cooperation: the State/NSF IUCRC Program. The program attempts to build a hybrid center which incorporates and integrates complementary features from successful federal and state models
